Think you will find the rules change in 2013, about the time Qatar joined.

As mentioned note the subtle language difference on the OneWorld website between OneWorld status access and class of service access.

BA's access rules:

"Lounge access is available to:

Finair business lounges:

Free of charge for Finnair Business Class customers and Finnair Plus Platinum and Gold members (+ one guest with Finnair Plus Platinum or Gold cardholders), and oneworld Emerald and Sapphire cardholders (+ one guest), when the departure flight is operated and marketed by a oneworld airline.

Finair premium: (seems like essentially a Emerald lounge as Finair doesn't offer first class)

Available exclusively for Finnair Plus Platinum and Gold members (+ one guest), and oneworld Emerald cardholders (+ one guest), when the departure flight is operated and marketed by a oneworld airline.

Iberia, business and first on Iberia group (assume that includes BA but not clear)

Qantas, JAL, CX, LATAM, first/business from any OneWorld airline.

Qatar, other OneWorld airlines except in their first lounge in London and Qatar.

AA, bit complex.

RJ, MH, S7, Sri Lankan don't really say.
