Always try out Hola, it is a freemium but haven't had any issues with the free service so far. Though using VPNs to bypass is legal (in Australia), media reports about amendments to the copyright act which could see them being blocked (if that is the case, it's a backward step).

That would never work, people use VPN services for both personal and for work purposes. Unless you start inspecting packet content there is no way to determine if it's a UDP or TCP VPN service on a non standard port.

In fact, I'm using one now to bypass the library's silly restrictions on Internet

Metadata collection is almost here. Mid August the system will need to be in place unless you have an exemption, with the official AG collection date of October 13th.
