The 2 Andrew's got it right...mostly.
The crane behind the international termnal is building the car park. I don't think it has much more work to do...the building looks nearly ready as far as I can tell.
The other 3 cranes (1 established hammerhead tower crane, one semi-mobile crane and one hammerhead tower crane under construction) are all there for the Bay 20/22 retail and baggage redevelopment project.
