A sub forum is easier for the moderation team to manage, rather than creating a new thread each month.

I think many of the members get annoyed just by the sight of the rego requests in the "Spotting and Movements" sub forum because some may be expecting a interesting movement and see just another rego request.
With that being said, I do not think a monthly sticky thread would be a good idea, I think the sub forum would allow for an section where the people can do their rego requests and leaves the " Spotting and Movements " section for the spotting and movements.
I do not recall if the "Trip Reports" sub forum was there before but I really like that idea and think that a similar idea for rego requests would benefit everyone.
