I would hazard a guess that a lot of Airlines would not adopt that as policy.

Take-off and Landing are critical phases of flight where everybody should have all loose items stowed and be prepared to evacuate the aircraft at a moments notice, performing any activity on a PC, Smartphone or Tablet is taking away from a passengers situational awareness and could become a life or death issue should the aircraft have to be evacuated at short notice.

Just my thoughts.
