Default Boeing temporarily grounds 787 Dreamliner test fleet

From news.com.au

I haven't been following the 787 production news much but from this news report I have to ask - are there 23 787's currently built and (perhaps) flying (I wouldn't have thought so)? Or is that the total of all currently built and those still on the construction line that have the horizontal stabilizer fitted?

Five B787s are flying at present.

Don't know how many have been built though or are on the production line.
