Did he say very thin pieces of glass. Sounds like the passenger wont get much option to open the window and have a look out when he/she wants to if flight attendants have the control.

They want to give more control to the Flight Attendants?

Damn - is there anything in life someone doesn't want to have control over other people about?!

From what I've read about these, if the crew darkens all the windows, you have the option of over-riding your window to a certain point. So if the crew chooses 100% dark, you can bring it back to 50% with your personal control.
