Rockhampton is a designated international airport for alternate purposes and requires prior approval for NPPC purposes see https://www.abf.gov.au/crossing/file...port-guide.pdf.
Plenty of direct international flights in recent times from Singapore but as a one off I’m guessing Alliance decided BNE will do.

N183JB was deleted from the US reg on 06/11/23 as exported to OZ
