If he is referring to banning the An124, then perhaps Mr Albanese needs to look at past Australian Defence Force contracts for heavy lift operations to see that the Federal Government themselves have had a requirement for these aircraft...

Government To Ban Old, Noisy Freight Jets it lists B727-100, B727-200, Antonov AN-124, DC86 it bans them from Australia's major airports, it does not ban them from Australian airspace, so don't worry about defence, they can us Avalon, Richmond, Amberley, Darwin, Bankstown, etc, etc

If people are complaining about noisy aircraft, whats then said about people who drive their cars with their big noisy exhaust systems & "doof doof" music????

The police and their defect notices should be taking care of that noise issue....although they seem more keen on having a shot at the minority of bike riders with sports exhausts. But that's for another forum...
