Question Ladders for spotting?

Hi

I would like to ask how many steps do i need on a ladder for spotting on the beach, Sheps Hill, Qantas Drive etc.

Atleast a 6ft ladder will be enough to be able to shoot over the fence whilst being 3 metres back from the fence!! However most of those don't really require a ladder (especially Qantas Drive) unless you want to get up close!!
