Word is the aircraft on the runway was asked if he could do an "immediate departure", i.e. turn on and hit TOGA to keep going,, and was cleared as such, but instead he briefly held.
ATC immediately sent the landing aircraft around. It was a benign incident and the go-around aircraft always had the taking off aircraft in sight. Nothing to see here Mr Burns...
